Mainly, I registered to tell you that I have found a solution to the black screen problem, so I'm going to do a short tutorial.
Things you need...
Naruto Ultimate Ninja Heroes 3 ISO
UMDGen (I recommend v4.00,)
1- Open the ISO with UMDGen (or just drag the ISO into the main screen).
2- Go to PSP_GAME/USRDIR/movie.
3- Once there, extract 'logo_cc2.pmf' file (right click on it and 'Extract Selected...')
4- Then, open the 'logo_cc2.pmf' you extracted with Notepad and erase all the text in it, then save the file.
5- Drag the 'new empty logo_cc2.pmf' file and put into the UMDGen (in the same folder). Replace the original with the new one.
6- Save the new ISO file as Uncompressed (*.iso) with the name you want. Wait until it finishes.
7- Then, run the new ISO on PPSSPP and after the CRIWARE press Start (or just wait) and you'll find yourself in the main screen.
Well, that would be all, I tested the game in v0.9.5 and v0.7.6 and works in both.

Tested with the EU versión of the game (ULES01407), and it works, don't understand why lot of people say that it doesn't work on Europe game.
Main screen savestate from Europe versión (from v0.9.5-618-g866ed28).

Actually there is even easier way.
Open the image(ISO,not cso)with some hex editor=>search for this hex string
50534D46303031350000080000055800
and once you find it,replace the 50 with 0 and save
I prefer MadEdit because it can open huge files instantly,save(update)them instantly and many other features...and it's portable(no registry writing)
This way you will not change the lba or the image size in any way and get the same result(the video will be skipped)

Tested USA and EUR iso,both don't work on v0.9.6-289 on windows.

Moving this back to in-game. v0.9.6-303-g4d4fb98 and later include a fix by [Unknown] which lets the videos play again (though some are extremely choppy right now, still to be fixed). Edited ISOs are no longer required, nor recommended.

Naruto: Ultimate Ninja Heroes is an English-exclusive fighting game and is the first English Naruto game on the PlayStation Portable.
Naruto: Ultimate Ninja Heroes is essentially a scaled down version of Naruto: Ultimate Ninja 2 and an edited version of Narutimate Hero Portable. However, Ultimate Ninja Heroes is more of an action game whereas Narutimate Portable was more story oriented. The game also features 20 characters and several new features, such as a three-on-three fighting system, wireless two-player battles, and “hidden” team skills.

Click the download button below, in some case, there is more than one file to be downloaded, usually, it’s the APK file and the Data files. In order for the game to be working flawlessly, you need to download both of them. Click the download button and then you’ll be redirected to the download server (sometimes we stored our files in Google Drive).

Go to your File Manager and navigate your Download folder.


Find the gamecache file and tap long press the file and tap the menu in your phone and tap Extract or Decompressed.


After Extract or Decompressed the file, Copy the folder that start in com. and paste to Android/OBB folder or Android/Data. you can see in Download orange button above where to put the cache file


You can now Install the apk and open it.

HOW TO INSTALL??
1.Download PPSSPP_Gold APK (if u dont have this yet) and ISO zipped file
2.Extract the Zip file
3.Install PPSSPP Emulator in your android file by clicking on the APK file.
4.Now, open PPSSPP Emulator and load the Naruto: Ultimate Ninja Heroes [EU].iso for PSP ROM.
5. Wait for some time until it loads the game.
